Administration NCLB

 NCLB Update 2010-11

 

 

The Manchester City Schools District receives funding for the following NCLB programs:

 

Title I - Schoolwide schools (College Street Elementary, Westwood Elementary, and
Westwood Junior High) All schoolwide schools follow these Title I requirements:

  • Conducts an annual parent meeting - (Open house)
  • Distributes parent-student-school compacts annually (parent/teacher conferences)
  • Each school has a parent involvement policy
  • Each schoolwide program has implemented a comprehensive school improvement
  • plan which addresses the following:
  1. A comprehensive needs assessment of the entire school using data analysis of
    NCLB subgroups
  2. Schoolwide reform strategies with emphasis on improved achievement of the
    lowest achieving students
  3. Instruction by highly qualified staff as addressed in NCLB
  4. High quality and ongoing professional development activities
  5. Strategies to attract highly qualified teachers to high needs schools
  6. Strategies to increase effective parental involvement
  7. Plans for assisting preschool children from early childhood programs to
    elementary school programs
  8. Measures to include teachers in assessment decisions regarding the use of
    assessment in improving student performance and instructional programs
  9. Strategies for providing timely additional assistance to students experiencing
    difficulties mastering standards and
  10. Coordination and integration of federal, state, and local services and programs.

 

Title II A - Teacher/Principal Quality

  • Provides opportunities for the Manchester City Schools’ staff to participate in
    approved staff development activities
  • Currently funds 1 class size reduction teacher for the district

 

Title II D - Technology Education

  • Provides ongoing and sustained professional development in technology
    integration for the Manchester City Schools’ staff

 

Title III, A - English Language Acquisition

  • Home Language Survey is administered during enrollment
  • English Language ability is screened using the state-approved instrument at initial
  • enrollment if a language other than English is on the Home Language Survey
  • LEA maintains a current list of all non-English background students and identifies
  • them as Limited English Proficient (LEP), Transition, Year I (T-1), Transition,
  • Year 2 (T-2) or Fluent.
  • LEA has a current list of immigrant students
  • English as a Second Language (ESL) services are provided by an endorsed ESL
  • teacher for all LEP students.
  • The LEA ensures that language instruction programs are adequate to assist
  • students to develop English proficiency.
  • The LEA annually measures the English proficiency of LEP students using the
  • state-approved instrument.
  • The LEA analyzes the assessment information and data of LEP students to
  • determine ESL program effectiveness and revises the program if necessary.
  • The LEA analyzes test data to determine which students meet exit criteria for
  • proficiency.
  • The LEA monitors exited LEP students (T-1s and T-2s) to ensure success in the
  • regular curriculum.
  • Title III resources are used to supplement the school or district program.
  • The LEA implements activities approved in the approved Consolidated
  • Application.

 

Title IV A -Safe and Drug-Free Schools and Communities

  • The LEA and all schools have established effective disciplinary policies that prohibit disorderly conduct, the illegal possession of weapons, and the illegal use, possession, distribution, and sale of tobacco, alcohol, and other drugs by students.
  • Security procedures for students while at school have been developed by the LEA
    and all schools
  • Prevention activities that are designed to create and maintain safe, disciplined, and drug-free environments have been selected (with the involvement of parents) and implemented.
  • A crisis management plan for responding to violent or traumatic incidents on school grounds has been developed, implemented and drilled in conjunction with appropriate public safety officials.
  • All students and parents have received a copy of the code of conduct and disciplinary policies. (Handbook)
  • The LEA has implemented a policy that is in compliance with the federal Gun-Free Schools Act Title IV-A, Sec. 4141 (d), as well as T.C.A. 49-6-3401 (g) andT.C.A. 49-6-4216 (d).
  • The LEA has implemented the Tennessee State Board of Education’s Unsafe School Choice Policy and has insured that all staff, parents and students are aware of their rights and responsibilities under the same. State Board Policy 4.202
  • In compliance with the federal Pro-Children Act of 2001, and TCA 39-17-1604, non-smoking and smoking areas in public and private schools and grounds are defined. T.C.A. 39-17-1605 (a) and (b) address required signage.


Homeless Students

The Manchester City Schools District does not currently receive any funding for the education of Homeless students, however, the district does set aside some Title I funds to assist with the education of these students. Also, the district follows the Title X, Homeless Education requirements in regard to students identified as homeless. For more information regarding homeless students please visit the NCLB
